Exactly Uschi … It’s just as local councils work… The councillors are elected by the electorate and they meet to make policy decisions, but these decisions are implemented by council officers who are employees of the council. Nigel has.

It has to be that way otherwise you would have an elected councillor making day-to-day management decisions about running children’s social work department or planning, education, policing or road traffic management et cetera which they would have no real knowledge or experience of.
