A real bugbear of mine is that all the modern estates springing up tend to have the minimum requirements for eco living rather than a higher level. That is the place to start.
As for older houses, some of the rental stock is in abysmal condition with poor repairs.Why are landlords not required to keep them in good order to basic specifications?
Another problem with older houses, in addition to the cost of making alterations, is that the materials used must allow the house to breathe or all sorts of problems arise. It can be done but still people are sold unsuitable materials.
We could do so much better.
