how about a cake like a flower/sun - a larger round cake in the middle surrounded by other cakes cut in slices, to look like petals, surrounding it? covered with a thin layer of fondant icing.

Maybe do 30 cup cakes, or a centre round cake with cupcakes around it.

centre round cake with cupcakes around it.
My thoughts exactly.
I had to order cake for a celebration at work, a couple of dozen people had passed an exam.
Short notice so I commissioned a baker to make 50 assorted buns (aka cupcakes, we have been here before) and to pipe the name of the "achievers" on the appropriate number.
It looked great.
